The European Union (EU) is an economic and political union of 28 member states that are primarily located in Europe. The EU operates through a system of supranational independent institutions and intergovernmental negotiated decisions by the member states. Institutions of the EU include the European Commission, the Council of the European Union, the European Council, the Court of Justice of the European Union, the European Central Bank, the Court of Auditors, and the European Parliament. The European Parliament is elected every five years by EU citizens.

The EU traces its origins from the European Coal and Steel Community (ECSC) and the European Economic Community (EEC), formed by the Inner Six countries in 1951 and 1958, respectively. In the intervening years, the community and its successors have grown in size by the accession of new member states and in power by the addition of policy areas to its remit. The Maastricht Treaty established the European Union under its current name in 1993. The latest major amendment to the constitutional basis of the EU, the Treaty of Lisbon, came into force in 2009.

The European Commission forms part of the executive branch of the European Union. It is one of the Union's three main political Institutions. It is a cabinet government of 27 Commissioners led by a Commission President. The current President is José Manuel Barroso, who leads the Barroso Commission who took office in 2004. It is responsible for proposing legislation, implementing decisions, upholding the Union's treaties and the general day-to-day running of the Union.

The Commission is based in the Berlaymont building in Brussels and is supported by an administrative body of about 23,000 European civil servants divided into departments called Directorate-General. The term "Commission" can either mean the entire administrative body of the Commission or just the college of 27 Commissioners. Its internal working languages are English, French and German.

Vilnius is the capital and largest city of Lithuania, with a population of 537,152 as of 2013. It is the capital of the Vilnius city municipality and of the Vilnius district municipality. It is also the county seat of Vilnius County. Vilnius is situated in southeastern Lithuania at the confluence of the Vilnia and Neris Rivers. It is believed that Vilnius, like many other cities, was named after a crossing river, Vilnia. Vilnius is a cosmopolitan city with diverse architecture. There are more than 40 churches in Vilnius.

Some historians identify the city with Voruta, a legendary capital of Mindaugas who was crowned in 1253 as King of Lithuania. The city was first mentioned in written sources in 1323, in letters of Grand Duke Gediminas that were sent to German cities and invited German and Jewish community to settle in the capital city. In 1387, the city was granted city rights by Jogaila, one of Gediminas' successors.
