Eight teams were pure national teams:

- Belgium

- Great Britain

- Netherlands

And five teams were additional national teams:
- Red devils (young Belgian cyclists)
- Esperanza (young Spanish cyclists)
- Primavera (young Italian cyclists)
- Bleuets de France (young French cyclists)
- Coqs de France (young French cyclists)
